Role Purpose:
Provide domain expertise for payments (ACH, RTGS, SWIFT, remittance, brokerage, eIPO) and cards (debit, credit, prepaid issuance, settlement, dispute management, reconciliation), ensuring compliance with CBO regulations and supporting the banks digital transformation and open banking initiatives.
Experience & Skills:
- 10+ years in payments and cards, with hands-on experience in Omani or GCC banking environments will be an added advantage.
- Deep knowledge of CBO regulations, National Payment Systems Law, and digital payments infrastructure.
- Experience in national-level schemes for cards, bill payments, and payment gateway switches, including compliance with ISO 20022 and open banking standards.
- Strong consulting background in payments infrastructure modernization for large financial institutions.
- Excellent analytical, architectural, and stakeholder management skills, with fluency in English (Arabic is an advantage).
Key Responsibilities:
- Map current state architecture and design target state for payments and cards platforms, ensuring alignment with CBOs regulatory frameworks and Oman?s Vision 2040 digitalization agenda.
- Conduct domain decomposition and run workshops to enumerate platform features and future roadmap, including for open banking and instant payments.
- Prepare product assessments, build vs buy decisions, and cost-benefit analyses, considering local market needs and CBO requirements.
- Articulate future trends and ?art of the possible? in payments/cards, including digital wallets, e-KYC, and mobile-first solutions as promoted by CBO.
- Coordinate with enterprise architects to drive feasible modernization roadmaps, ensuring compliance with CBO?s National Payment Systems Law and open banking frameworks.
- Define transition and target states for applications in the modernization programme, ensuring robust risk management and consumer protection.
- Support technical architecture, problem-solving, and client relationship management, with a focus on regulatory compliance and operational excellence.
- Assess and recommend automation solutions for reconciliation, exception management, and error reporting, leveraging CBO?s push for digital innovation.
- Lead UAT, training, and change management for payments/cards transformation, with a focus on upskilling Omani staff and knowledge transfer.
- Track KPIs for operational efficiency, error rates, and cost reduction, reporting to management and CBO as required.
